I am pretty sure that these settings get changed back when the next version of windows 10 comes out in the fast ring so you may have to redo this every time Windows updates or until Quicken and Intuit's TurboTax programmers fix the problem of not recognizing a net version above 4.6. Being on the fast ring for Windows 10 updates, I was frustrated that Quicken 2017 and TurboTax 2016 would not work due to a net.framework.4.6.1 error preventing them from running or installing on version 15002.
